It was the religious conservatives pushing certain senators and congressman that caused the Internet gambling ban in America. Last year's law was passed as Internet gambling was deemed to be 'morally wrong'. One could, however, make a case that Congress should enact a law to ban religion, as it too is morally wrong - to the vast majority of thinking persons.
